IN this essay an attempt is made to examine some aspects of relations between the member states of the European Communities and to discuss the nature of interdependence in that context. Whilst the second section is primarily devoted to consideration of the negotiations which led up to the agreement to set up a European Monetary System in December 1978, in the first section, recent contributions to interdependence theory are considered, and amendments suggested, which reflect some hitherto neglected features of interdependence in that area. The purpose is to examine the pressures upon the less prosperous states in the Communities in the 1970s to resist further measures of intergovernmental cooperation, except under certain specified conditions, and also those which, on the other hand, led them to resist demands for greater autonomy. It should be stressed at the outset, though, that these pressures are not seen as determining policy. They work through the normal political processes in the member states in the setting of those economic and political circumstances which prevail in the mid to late 1970s. Perhaps the most important aspect of these circumstances, in the context of the problem discussed here, is the increasing divergence between the economies of the richer and the poorer states.’ It is not however possible to consider these in detail in the present essay. In the third section the pressures which restrain the search for autonomy are briefly discussed.
