Abstract
There can be no doubt that Scotland requires many thousands of additional homes across all tenures in order to meet housing need over the coming years. With our population at a record high (and set to rise further) and the number of new households formed each year projected to increase by over 21,000, the Scottish Government forecast that 465,000 new homes are necessary by 2035 to meet demand. But this is in stark contrast with new housing output which is now at its lowest level since 1947, having slumped by over 40% since 2007, and currently sitting at under 15,000.
