Abstract
The pros and cons of having a wide range of indicators versus a single index. Should we try and monitor a whole range of factors or focus on a small number of indicators? Setting targets for the indicators: How should this be done when it is particularly difficult to establish where the indicator is likely to be influenced by a wide range of economic and social factors as well as Government policy?
