European Union and the role of the Human Rights Council.

Abstract
A review of the United Nations Human Rights Council is currently under way in Geneva and New York and is set to be finished by July 2011. This study analyses the role of the European Union in the Human Rights Council since the inception of the Council in 2006, and then considers its role in the review process. It first assesses the internal and external effectiveness of the EU in the Human Rights Council, and finds that the EU’s influence in the Human Rights Council to date is mixed. The agenda and outcomes of the Human Rights Council (HRC) have been dominated by other blocs, and the EU has not been actively pushing the HRC to consider situations in which human rights are being violated. The study then assesses the debates regarding the review of the Human Rights Council, and the EU’s positions regarding those debates. The study concludes by offering recommendations for increasing the EU’s influence in the review process and the Human Rights Council more broadly.
