Governance is the act or manner of governing. Multilevel, multiactor, participatory governance allows stakeholders to negotiate, formulate and implement policy. • Multilevel, multiactor governance of REDD+ schemes will be needed to overcome differences between government ministries, and to build the trust of investors and local citizens. • Creating new forms of governance that allow stakeholders with different degrees of political influence and different interests to come together could be time consuming but will allow REDD+ to achieve the 3Es+.
