Abstract
This report aims to assess the steps taken during Rwanda’s transition following the genocide against the objective of the long-term durability of domestic peace. Sixteen years following the culmination of its civil war in genocide, Rwanda has been described as a country which has successfully exited from violence. It has not experienced serious internal insecurity since the events of 1994 and a minor insurgency in 1997-8. How capable is Rwanda today, after 16 years of policies designed to transform its society and economy, of withstanding the stresses which pushed it towards violence in 1994?
