Discusses the Department of Trade and Industry's White Paper, Fairness for All: A New Commission for Equality and Human Rights, published in association with four other government departments. Summarises the main proposals of the White Paper, including: (1) the definition of human rights, differentiating between simple good practice and compliance with legal requirements; (2) the duty to promote human rights; (3) offering advice, litigation and interventions to individuals regarding their rights, noting its power to utilise judicial review; (4) the powers of the CEHR to review the workings of the discrimination legislation and the Human Rights Act 1998; and (5) issues relating to devolution.
