Abstract

Dimitrov, Klaus H. Goetz (both government, London Schools of economics and political science), and Hellmut Wollmann (emeritus public administration, Humbolt U., Berlin) trace and explain the trajectories of executive development in Bulgaria, the Czech Republic, Hungary, and Poland from the late 1980s to 2001 (sometimes 2003). They emphasize the types of government, core executives, and centers of government that have been designed to fill the void left by the demise of the ruling party.
