Abstract
Sun, sand, sea. These words perfectly describe Mauritius as a tourist destination. Yet, corrugated iron walls restrict the access of Mauritians to beaches which are being "given away" to foreign investors for hotel projects. Should development, under a state-capitalist ideology, deprive residents of the natural resources of their country?
