Abstract
Government plans to raise the university fees cap to £9,000 have caused an outcry across the country, with many concerned that some will be priced out of higher education. Tim Leunig argues that introducing more market discipline by making institutions compete for the right to offer university places, will ensure that they deliver the best deal for students and taxpayers.
