Abstract
The debate over Kuwait’s education policies has been fervent for more than three decades, even before the notion of education reform appeared in the Gulf region. This blog presents insights from an ongoing study examining education policy changes over the last two decades and their impact on school leadership. The analysis uses Stephen Ball’s policy cycle approach, focusing on the context of policy development, content and discourse, and enactment. The notion of policy enactment is studied through the praxis and agency of school leaders in Kuwait.
