The authors investigate ownership changes and corporate governance in Ukraine. The key problem with all mass privatization methods is therefore that they may fail to create effective forms of corporate governance. We conclude that no ownership form had managed to change corporate behaviour in Ukraine before 1999, and if still true, underlines the need for radical policy changes and capital market development to make external ownership more effective
