Abstract
Studies of external democracy assistance and the promotion of good governance have tended to focus on the transformation of central government institutions and the interaction between state and non-state actors at this level. Although local institutions, organisation and contexts are not ignored as such, the emergence of multi-level governance is implicitly predicted to occur at a later stage, once reforms have been established at the core.
