Abstract
Fred Halliday conducted this interview with the Assistant Secretary General of the national or pan-Arab Command of the B'ath Party in its Baghdad party head-quarters in April 1979. Shibli al-Aissami, a Syrian, is one of the top functionaries of the party and is widely expected to succeed Michel Aflaq as theorist of the pan-Arab Ba'th.
