Abstract

Bringing justice in the wake of conflict or transition to democracy is always controversial, as the debates in North Africa are showing today. In this Policy Brief, Iavor Rangelov argues that the EU's experience in the Western Balkans demonstrates that it can be achieved when justice-seeking is responsive to local realities and civil society. The EU has become an important player in the global efforts to bring justice to victims of human rights abuse in conflict and transition, but its endeavors would be greatly strengthened if learnt from its own experiences.
