Abstract

This article examines the EU’s flagship Capital Markets Union agenda for financial markets given the close political attention it is currently receiving, and the likelihood that it will shape the legislative and policy agenda for financial markets over the 2024-2029 European Commission and European Parliament terms. It suggests that the CMU agenda may bring disruptive normative change to EU financial market governance, in the form of an embrace of deregulation as well as an appetite for institutional grand designs. It reflects on the risks of such a re-setting change to EU financial market governance and calls for less politics and more technocracy, or less legislation and more implementation, given the risks that are likely to confront the EU financial market over the next five years.
